PM Modi in his ‘Mann Ki Baat’ speech on Sunday had said that his government had removed the restriction which allows Muslim women to perform Haj only in the company of ‘Mahram’. He had stated that injustice was done to women for decades.

Today, Muslim women can perform Haj without ‘mahram’ and I’m happy to note that this time about 1300 Muslim women have applied to perform Haj without mahram: Modi said.

It has come to our notice that if a Muslim woman wants to go on Haj Pilgrimage, she must have a ‘Mehram’ or a male guardian, otherwise she cannot travel. I was quite sad to know that, even after so many years of Independence, Modi said. 

Are the claims of PM Modi correct ? Lets investigate

In India Haj Policy’s are reviewed and drafted every 4 years, the previous policy was between 2013-2017 and next Haj policy was due to be released between 2018-2022. The previous (older) Haj policy 2013-2017 states that

According to India’s Haj policy 2013-2017, it is true that Ladies without a Mehram is NOT eligible to get Hajj Visa from India.

On  6th June 2015, Saudi Arabia government took an historic decision considering lifting restrictions on women travelling without a man’s permission, in a series of “modernising” reforms that have proved controversial in the kingdom.

Current laws require women below the age of 45 to provide proof they have the approval of their male guardian or “mahram” before travelling, even locally, and that they are accompanied at all times.

According to Saudi Arabia’s Ministry of Foreign Affairs website date 27th May 2015 they updated the policy changes under the Hajj Visa requirements that “If a woman is 45 years old or older, she is allowed to go without a Mahram if she travels with an organized group or family and submits a notarized No Objection Certificate from her Mahram.”

 

In India, Haj policy 2013-2017 was due for expiry was updated inline with Saudi Arabia’s visa requirements to Haj. Here is the new Haj 2018-2022 policy 

Therefore during Dr. Manmohan Singh’s Congress government was in power, the policy was drafted inline with  Saudi Arabia’s Haj Visa requirement. After Modi Government came to power in May 2014, Haj policy was changed by Ministry Of Foreign Affairs ,Saudi Arabia in May 2015 while the old policy was still in effect till 2017.

Conclusion:

PM Modi lied to the people of India during his Mann-Ki-Baat on 31st December, 2017. PM Modi is taking the credit for Saudi Arabia government Haj policy changes while blaming Congress government of discriminating women. Modi Government amended India’s Haj policy inline with Saudi Arabia’s Haj policy and chest thumping portrays Prime Ministers of India in bad light and proves Narendra Modi is habitual liar and his cabinet ministers hiding the facts from people of India is shameful act by the ruling BJP government.
